According to the OIG special advisory bulletin released last week, Manufacturer-sponsored patient assistance programs (PAPs) for Medicare Part D enrollees pose heightened fraud risks and must be phased out by 2007. The OIG is taking into consideration whether a pharmaceutical manufacturer is taking prompt action to transition Medicare Part D enrollees to alternative models, such as independent charities unaffiliated with pharmaceutical manufacturers, once the benefit starts on January 1, 2006.
